Dick Elliott fought on the floor of the State House of Representatives as a sponsor of the Education Improvement Act, one of the most highly acclaimed pieces of state education legislation in South Carolina history. He has consistently supported improving public schools. "Sometimes you have to learn how to beg," Dick says. "And I'm not too proud to do that for the people I represent, whether it is for education, highway dollars, economic development, senior citizens, agriculture, manufacturing or tourism."

His peers refer to Dick as "one of the best horse traders" in the General Assembly, able to find resources for public schools, roads, senior centers, tourism promotion and economic development. He has sponsored and led the fight for the passage of legislation to give additional tax credits for capital investments creating new jobs in underdeveloped counties.
